Update to CUDA 12.1 and torch 2.1

Hello, I was wondering when are you going to update the DGL package to CUDA 12.1 and torch 2.1? My server was updated to CUDA 12.1 and no dgl version works with it at the moment

I see PyTorch has upgraded the support of CUDA to 12.1 so we should catch up too. cc @frozenbugs
