However, I don’t see this part in dgl.nn.pytorch.conv.hgtconv — DGL 0.8.0post1 documentation

So the current implementation doesn’t support Relative Temporal Encoding?

It does not. I would say relative temporal encoding is independent of the HGT convolution. It is one of the many ways to encode a timestamp. Therefore we do not include it.
